Dispatcher

Under close supervision of the Communications Supervisor, the Dispatcher will perform entry-level work in operating a 911 telephone system and a computer-aided dispatch (CAD) system on an assigned shift in support of a 24-hour, 7-day-per-week operation at the UC Riverside Police Department. The Dispatcher is responsible for entering calls into CAD; managing and routing 9-1-1 and Police telephone calls, and prioritizing dispatched calls for service to ensure the safety of all field personnel. The Dispatcher is also responsible for operating and monitoring numerous radios on various frequencies; monitoring fire, robbery, and intrusion alarm systems; making inquiries and entries into computer check systems; disseminating information to the proper authority; and operating numerous computer systems with connections to local State and Federal Law enforcement systems.

Requirements

Degree - Requirement

High School Diploma or GED equivalency - Required

Recent completion of the POST Public Safety Dispatcher Course. - Preferred

Experience - Requirement

Three years experience in police/fire emergency service dispatching is highly desired. Involving a substantial amount of telephone contact with the public or other employees. Such experience must involve the responsibility to perform numerous tasks simultaneously or progressively responsible experience in a field requiring decision-making ability and the exercise of judgment. - Preferred

Twelve months of non-probationary experience as a Public Safety Dispatcher for a law enforcement agency or fire department. - Preferred

License - Requirement

Required to hold valid driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program. - Required

Certification - Requirement

Possession of, or ability to obtain within one year of employment, a POST Basic Dispatcher Certificate. - Required

Special Condition - Requirement

The incumbent must also possess normal color vision, hearing and reaction times. - Required

Satisfactory completion of a POST-certified, 160-hour Basic Complaint/Dispatcher course within 12 months of the date of hire. - Required

Undergo a thorough background investigation. - Required

Evaluation of oral communication skills. - Required

Shift Work (hours outside standard Mon-Fri 8AM-5PM work hours). - Required

The completion of a medical examination. - Required

Public Driving Record. - Required

Overtime. - Required

The completion of 12 months' probation. - Required

Minimum Requirements

Demonstrated ability handling difficult, sensitive and confidential situations tactfully; accessing and updating various indexes.

Demonstrated skill in correct English usage, spelling, punctuation, and grammar; rapid and accurate typing; and independently drafting and documenting correspondence pertaining to the operations, policies, and procedures of the functional area. Speak in a clear, concise, and well-modulated voice.

Demonstrated ability to perform effectively under conditions of fluctuating workload, high call volume, interruptions and competing priorities and requirements; utilize excellent interpersonal skills while working as part of a team and collaborating with colleagues; maintain cooperative working relationships; model and promote the University's principles of community and commitment to diversity and inclusion.

Ability to learn operational characteristics of communications equipment and tools used in the area of emergency dispatch. Learn streets, buildings, boundaries, and districts which represent geographical areas of responsibility within the University.

Proficient in the use of computers and computer applications, i.e., word processing, computer aided dispatch systems and Internet applications.

Willing to work rotating shifts with changing days off in a 24-hour/7 day operation.

The ability to learn policies and procedures of receiving, processing, and dispatching emergency calls.

Learn basic communication rules and regulations governing the operation of radio transmitting and receiving systems. Learn standard radio broadcasting and dispatch procedures and rules.

The ability to learn principles and procedures of record keeping including maintenance and security of communications reports.

Demonstrate the ability to work under pressure, exercise good judgement and make sound decisions in emergency situations.

Demonstrate the ability to effectively communicate with an elicit information from upset and irate citizens.

Demonstrate the ability to understand and follow oral and written instructions. Apply knowledge and reasoning to make prompt and effective decisions quickly in both routine and non-routine situations. Analyze situations carefully and adopt effective courses of action.

Receive requests for police, fire, or other emergency services over the phone, answer 9-1-1 calls, alternate emergency, and business calls. Monitor agency radio frequencies to be aware of incidents elsewhere that may affect operations.

Demonstrate the ability to maintain accurate logs of incoming service requests and action taken; enter, update, and retrieve information from the computer and teletype networks.
